Russia recently held fake 'referendums' in Donetsk, Luhansk, Zaporizhzhia, Kherson - areas it has seized in the south and east of the country - seeking to justify its invasion.
Ukraine has already retaliated on the battlefield winning back the strategically important city of Lyman in the Donetsk region; and there are reports that Kherson is in the process of being reclaimed.
