ICE has existed as an agency for decades. It's only under Trump that they've been "militarised" (though I use that term advisedly, the military are actually disciplined), and rolled out as a gang of thugs, spreading terror. That, of course, is the only MO mob boss Trump understands. Obama deported far more undocumented people than Trump has managed simply by applying existing law in a quiet and efficient way. If Reform plan on emulating ICE as deployed by Trump, then it shows they see government by fear to be a legitimate strategy.
