How about dedicated European “instances” on Mastodon? It has the merit of already existing, is not “owned”, and would still be open to the rest of the world.
And Mastodon could be part of the solution, but it would be better if we had wider choices, and full interoperability. The complexity of signing-up to Mastodon (I've had to recreate my ID already, because something went wrong & I can't work out how to fix it!) will put some people off, and in any case, I didn't find the people I enjoy disagreeing with there, to be honest.
That's what I would want most: constructive disagreement, with the ability to track back through the debate, so I'd have to be careful to apologise for mistakes, and so would everyone else.
